i have been working for this trick last 5 days. Finally i have successfully found it and It Working for Me. I have also shared this trick to my friendz and it also worked for them.

First of all u must download any opera mini handler.

Keep Balance above 1 RS.

In handler menu of opera put  

Http server:  http://203.115.112.5.server4.operamini.com

Socket : socket://203.115.112.5.server4.operamini.com 

Keep other things as it is

Im getting 15-25 Kbps Downloading Speed in 2G.

Try This trick in 3G and Comment here........

In My area it gives18-22 Kbps at daytime and 34-40 Kbps at night and Morning Time.
Steps To Use IP 4 Trick-

¤Select Any Handler App. Eg. Opera Mini 5 Handler.

¤Open Handler Menu. Then Leave All Fields As They Are.

¤Then Select"http" in Proxy Type.
¤Then write"61.16.174.214" in proxy server.
¤That's All! Enjoy!
Note: Download & Surfing Both Possible.
